Organization


LNVA is an agency of the State of Texas, created in March, 1933, as a "body politic and corporate vested with all the authority as expressly authorized in the provisions of the Texas Constitution, Section 59 of Article 16."  Its Statutory Act is codified as Article 8280-103, Vernon's Annotated Texas Civil Statutes.   The Authority has no power to levy taxes.  LNVA is a non-profit organization, administered to operate within the framework of a balanced budget, funded entirely from the revenues generated by the sales of water and its services.

The Authority was granted jurisdiction in all of Tyler, Hardin and Jefferson Counties and in eastern Liberty and Chamber Counties.

LNVA is governed by a Board of Directors composed of nine persons, two of whom reside within Tyler County, two from Hardin County and five from Jefferson County. They are appointed to six- year terms by the Governor of the State of Texas, and serve without salaries. The Directors are responsible for making policies under which the Authority functions and to oversee its operations.

Announcements of the Authority's monthly meetings are posted in accordance with requirements of the Open Meetings Act. Proceedings of the meetings are recorded and preserved in its minutes. Most of the meetings are conducted at the Authority's Administrative Office at 7850 Eastex Freeway in Beaumont, but the meetings are also properly posted and held from time to time at other locations in the district.

LNVA keeps a complete book of accounts and records of its operations, and an outside audit is performed annually by a certified public accounting firm.  The audit report is received and approved by the LNVA Board and copies are delivered to the State Auditor, the Texas Natural Resource Conservation Commission, the Texas Water Development Board, the Texas State Publications Clearing House, the Jefferson County Clerk, the Library of the U.S. Bureau of Census, Moody's Investors Services, and several other entities and financial institutions.

The Authority is subject to the continuing right of supervision by the State of Texas through the Texas Commission on Environmental Quality, and its activities are reported annually to the State.

The Authority is currently operated by a staff of 95 employees, who serve throughout its district to operate and maintain its system of five pumping plants, one water treatment plant, one wastewater treatment plant, 400 miles of canals and associated structures.

The Administrative staff is responsible for day-to-day operations of the Authority under policies set by the Board.
